Airport Access

Airport access is an important aspect of airport operations in any airport. This is because airport access oversees all movements departing or arriving to or from the airport. An inefficient flow of traffic can result in internal and external congestion at the airport, from messy passenger transit/transfer flow to traffic jams at airport access roads. This costs airlines money as a result of delays, while ruining the airport’s reputation as people are stuck at the airport, placing more stress on the airport operator as they have to handle them.

Different modes of transport include:

Road
Air
Railways
Sea

Roads are the most common and used mode of transport airport access, this is because roads are logical to construct so as to connect the traffic to major cities. An average of 82% of passengers use vehicle road mode of accessing the airport among 38 airports in a survey made by IATA.

there are different types of road access in airports such as:

  • Taxis

  • Private vehicles

  • Rental vehicles

  • Buses

  • Shuttle buses

  • Airport Terminal shuttles

  • Dedicated airport shuttles - *more baggage space for passengers

Railways is another mode of airport access. Sometimes, this mode of airport access is faster during peak hours of the day when there are traffic jams at the airport. Railways usually have a exclusive line to the airport, making it a good transport mode as it skips the traffic jams and reach out to cities.

Some airports have helicopter access. Generally uncommon to find as it requires some sort of  private helicopter service.

Wharfs can be found in certain airports near bodies of water. It is only counted as a Airport access if there is a general transport link between the airport and the Wharf.

Key Considerations for Airport Access

Length of Access Time: The time taken to travel to/from the airport.

Reliability: Dependability of the access mode from not breaking down.

Availability: Frequency of the access mode.

Check-in Requirements: Varies in different airports & airlines, every flight has  a different requirement.
International and Long haul flights typically have a requirement to check-in 1-2 Hours before scheduled departure.
Domestic and Short haul flights typically have a shorter requirement of only 30 minutes to check-in before scheduled departure.

Parking: Parking is another key consideration for airports. To park rental vehicles, for visitors and passengers who travel to airport with their vehicle. Depending on the location and type of airport such as San Francisco International, US, parking is a higher consideration as compared to Singapore Changi international. This is because US is way larger than Singapore, driving to the airport is better than searching for public transport to cover the distance, not forgetting time spent travelling. Passengers would want to park their vehicles at the airport so that they can drive back then they return. Singapore is too small to consider such remote long term parking lots. however, it is still a consideration for Changi International as they have to also consider visitor and other parking.

Different parking facilities exist in various airports, such as:

  1. Short-term Parking - parking for visitors, meeters/greeters, highest parking rates

  2. Long-term Parking - parking for departing passengers going on short trips, lower parking rates and located away from the airport

  3. Long-term Parking Remote - parking for departing passengers going on long trips, lowest parking rates and located the furthest from the airport

  4. Other Parking: parking for buses, rental vehicles, taxis, other service vehicles

Haneda Airport Access

Haneda has 6 different modes of Airport access modes of transport.

  1. Trains and Monorails
Haneda Airport has 2 train lines: Keikyu Line and Tokyo Monorail Line. The Keikyu line has 5 trains running on it, Such as Local train, airport express train, Limited Express (TOKKYU), Limited Express (KAITOKU) and Airport Limited Express train, each varying in total stops. This Keikyu line extends to north Yokohama, to South Minato City, a city south of Tokyo.
The Tokyo Monorail line is a light rail line that is smaller than the Keikyu line. It is an airport line that extends to Minato City. This Monorail line has 3 trains running on it, the Local, Rapid and Haneda Express train. These trains vary from total number of stops.

  2. Buses
Keikyu Bus service Airport Limousine is Haneda’s method of bus transportation to reach out to cities like Yokohama, Saitama, Kanagawa, Chiba, Boso, Tokyo, Ibaraki/ Tochigi, Kawaguchiko/Fujisan, Koshu, Tama, Hakuba, Odaiba/TOKYO DISNEY RESORT, Hakone/Gotemba and Narita Airport. There is a paid fare varying from which destination you choose.

  3. Shuttle Buses to Domestic Terminals
The Shuttle bus service Haneda airport offers is from the International Terminal to the Domestic terminals 1 & 2. This shuttle service is free and operates at 0448 – 2400.
The frequency of the shuttle bus is every 4 minutes, and has a route: International Terminal -> Domestic Terminal 2-> Domestic Terminal 1 -> International Terminal.

  4. Taxis
Taxi stands are located at Level 1 curb side of the terminals, Priority queues are present for People with reduced mobility. However, this method of transportation is relatively more expensive if not the most expensive. Location of taxi stands:

  5. Private Vehicles
Private vehicles not permitted to park or wait at any unindicated  wait areas of Haneda airport. It is advised for private vehicles to wait/park at the parking lot as parking is free of charge up to 30 Minutes. It is also advised for visitors who wish to travel to Haneda Airport during the Weekends and Holidays to use the public transport as traffic jams and congestion are expected to occur.  International & Domestic Parking at Haneda:

  6. Water Access
Haneda has a Wharf located east of the International terminal, next to Tama river. This wharf  has a shuttle that brings passengers from destination such as Tokyo by a boat. However, visitors, passengers who use this mode of transport would have to take a 15 minute walk to the airport international terminal. Location of wharf:

Evaluations of Access Modes at Haneda Airport

Railway
The railway at Haneda airport is the most practical and conventional way of airport access to/from Haneda based on the length of access time, Reliability, frequency, and the availability of the trains.

The Keikyu line is mostly for passengers who wish to connect to the cities like Tokyo, Yokohama as it is the main railway line.

The Monorail line, though it does not offer as many destinations as the Keikyu Line, has a higher frequency of a Monotrain every 4 minutes.

It is reliable as compared to Singapore's frequent breakdowns and is not affected by traffic jams. Plus, there are timetables of train arrival times.

Roads
The road access to Haneda is second recommendation of mode of transport. It may have a higher frequency with the taxis, rental cars than the railways but the length of access time bends to the traffic's wills. Haneda airport website also recommends visitors and passengers to travel by the local railway to skip the traffic in peak hours.

This is the most viable option of transport during late night hours as the Railways do not operate in the dead of night. There are only limited options like taxis, night buses, private vehicles available during such hours.

Water Access

Haneda Wharf is the least viable option of mode of transport when looking at the length of access time, frequency and availability. The shuttle that brings passengers/visitors from the cities has a very low frequency and availability due to the long travelling time. This option is seen as viable to passengers or visitors who wish to explore and spend time at the airport.

Parking Facilities

Haneda has 5 parking facilities 4 located next to Domestic terminal 1 & 2, and 1 next to the international terminal. All parking lots have direct access to the terminals. Each garage has a capacity limit of 3000 vehicles.

Each parking lot has a 30-minute grace period. After which, parking fee will be charged. This is good for visitors who wish to wait to drop-off/ pickup people to/from the airport

Parking rates at parking lots:

There are also entry requirements for different types of vehicles. such as tall vehicles, are only allowed to park in open air parking lots.

Haneda has 2 Remote Long term parking facilities located north and south of the airport. Called ""Okay"" Parking lot and ""SUN"" parking lot. Payment to use parking facilities is by credit card. Presenting a ANA card will grant users gaining Mileage on their ANA card

Potential Constraints and Limitations of Parking Facilities

The Parking facilities at Haneda International & Domestic Terminals may pose a potential delay to the efficiency of the airport traffic flow as the roads are known to be congested during peak hours of the day. The international parking garage and the domestic garage only have a capacity limit of 3000 vehicles, considerably lower than the daily traffic flow in Haneda airport overall. Entry and Exiting of the parking facilities may be jammed, piling on top of the peak hour jams near the airport.

Expansion of the parking facilities at the international and domestic terminals are not such a fantastic idea as the physical space of the expansion is not possible. Domestic garage is surrounded by terminals and the international garage is sandwiched between the terminal building and the edge of the river. Expansion upwards/downwards threatens the structural integrity of the infrastructure as more weight has to be supported.

The airport may have to look into more remote parking facilities for the airport and cater to non-speaking Japanese people who wish to use the facility as the current remote parking facilities are fully written in Japanese, making it unfriendly for non-Japanese people to use that facility.
